But little did I know that after Dumanjug, we had to head to Santander and cross Tañon Straight heading to Dumaguete where the 1st International Conference on Local Government Financing took place specifically in Negros Oriental’s Convention Center.
Pres. Gloria Macapagal-Arroyo was the keynote speaker. The event was organized by the German Technical Cooperation (GTZ) and the province of Negros.
The highlight of the conference is the iTAX, a milestone for Local Government Finance. This is a Germany-based project dubbed as GTZ Fiscal Decentralization Project.
iTAX or integrated Tax System is a software developed by programmers hired by the province of Negros Oriental directed by GTZ (it sounds ZTE, hehehehe) Fiscal Decentralization Project and assisted by the TAX Working Group. This software is a computerized version of collecting local taxes, water billing and SEF (Special Education Fund) in the province. It is tailor-made according to the needs of the municipal/city Assessors and Treasurers offices. It involves all functions like payment and collection, assessment, and tax mapping. (iTAX Brochure)
